The file opened after a confrontation with a UPS driver on his street escalated into a running feud with a widowed neighbor who witnessed it. In the months that followed, neighbors reported him standing in the tree line filming through her kitchen and bedroom windows, walking up to the glass with a handkerchief pressed to it, and — after she complained — calling a private tow company to remove her guests' cars from a shared drive.
Norman has not been criminally charged. Every entry in his Legal Attitude Adjustments below is either a civil filing, an administrative action, or a documented decision by the association. WCAL will update this dossier as the record grows.
